This expansive complex situated at the heart of Monqiz's port is a celebration of the city's long-standing maritime history and its pivotal role in shaping the economic and political landscape of Rizia.

It includes a large museum showcasing the evolution of naval technology and trade routes, a reconstructed historical shipyard, and a cultural center with exhibits on the city's role as a crucial gateway between Southern Merkopa and the Antacean Sea. The complex also features a memorial dedicated to the naval heroes of Monqiz, commemorating their bravery in defending against Valgish invasions and maintaining the city's independence.
